Qualifications	He received his Bachelor of Science in Electrical Engineering and Master of Science in Electrical Engineering from the National Cheng Kung University at Tainan, Taiwan in 1976 and 1978 respectively; and Ph.D. in Electrical Engineering from the University of Illinois at Urbana-Champaign in 1984.
Working experience and occupation	He has more than 25 years of experience in designing high performance CPU and ASIC chips with Hitachi Micro Systems, LSI Logic, Data General and Intel Corporation. Dr. Chia had previously designed complex CPUs and ASIC chips for Japanese and US elite semiconductor companies such as Fujitsu, Sony, Hitachi, Panasonic and Microsoft. He was the founder and CEO of Arcadia Design Systems Inc, a high-tech start-up company in the Silicon Valley. Prior to that he managed the ASIC Group at Hitachi Micro Systems, and held various technical and managerial positions at LSI Logic, Data General and Intel Corporation. He has been acting as Chief Technology Officer and advisor providing technical strategies at the Key ASIC Group for the past 3 years.
