We refer to your letter dated 28 September 2000 on the news article, which appeared in Bloomberg on the even date on the USD375.0 million Euro-Convertible Bonds due 2004 ("Bonds")
As mentioned in our announcement of 14 August 2000, the Company has agreed in principle with the Informal Steering Committee of Bondholders, which collectively controls a substantial amount of the Bonds, on the restructuring of the same.
Please be advised that the Company is in the midst of finalising the restructuring terms of the Bonds and will make further announcement upon acceptance by the Bondholders.

We refer to the above news article appearing on Bloomberg, on Thursday, 28
September 2000, a copy of which is enclosed for your reference.
In particular, we would like to draw your attention to the underlined sentence
which is reproduced as follows:-
" ... on speculation Eurobond holders not agreeable to rescheduling payment of
US$536 million due end FY01 ..."
